In the 20th Century, we had at least two: FDR and Reagan.
Bush could be great if program to assist Africa with Aids is successfully executed; Iraq becomes a successful democracy; or if he is seen as successfully opening the Space Frontier. If only one of these happen it could enough, if all three, then there should be no doubt about it.
