RASCAL is a small satellite launcher. It consists of a conventional rocket & microsatellite launched at high altitude from an aircraft with specially modified engines. The aircraft engines use mass-injection pre-compressor cooling (MIPCC) to trick the engine into providing sea-level thrust at very high altitude. This involves injecting water vapor at the compressor inlet to increase the density of the working fluid.
The Soviets had this type of launch system as early as 1985, in the form of a MiG-31 air-superiority fighter jet that was modified to be a high-altitude small satellite launcher. There is nothing in the literature indicating the need for MIPCC to achieve it's mission, but maybe this is a modern improvement of the technology.

- Is the air breathing space shuttle concept dead? I hope not. The specific impulse of an air breathing engine far exceeds that of a rocket. This permits a much smaller and less expensive craft. I know… (n/t)
