Spudis wants rock this refueling on the Moon is a smoke screen as far as he is concerned! There is no sense in the idea without amortizing the costs first and that will take decades thus it will not lower but increase launch cost to the Moon and outward for years! This assumes that what is at the poles of the Moon can be usefully extracted at all and used as fuel.
