So tell me, how many Mexicans poured into Pennsylvania and West Virginia last year?

Why California might be having a bit more difficulty serving its citizens than Pennsylvania:

California, like some other states, has the dubious distinction of being a prime receptacle for the exportation of the world's poverty problem, especially Mexico's.

Between 1990 and 2000, Pennsylvania gained 139,000 foreign born immigrants. West Virginia gained 3,678. California gained 2.4 million, while Texas gained 1.3 million.

Granted, these are not all illegal, nor are they all unskilled people from impoverished nations. But a hell of a lot of them coming into California and Texas are.

Current estimated population of illegal immigrants:

Pennsylvania: 49,000
West Virginia: < 2,500
California: 2,200,000
Texas: 1,200,000

In 1996, it was estimated that California spent $8 billion just on illegal immigrants. Just for comparison, the entire state budget of Pennsylvania is currently at about $20 billion.
