NASA has wasted incredible billions in allowing the perfect to chase out the pretty good.
NASA is possibly falling into the mode of not allowing people to do anything if it is not 'perfectly safe'.
Remember that its greatest accomplishments were done at the behest of a President who set the goal for the most political of reasons.
