How the system works.....
The "bright idea" comes from the politician who is trained as a lawyer.
The "bight idea" is forged into a "program" by an accountant.
The "program" is managed as individual projects by bachelor level civil servants who went technically rusty over a decade ago.
The project (predefined and predigested) finally hits bottom when it reaches the Ph.D. level engineer who is employed as a contractor under an "at will" contract. It's his sorry task is to make this silly nonsense actually work.
