I'm certain at some point Mars will become a much better source of rocket fuel and other human needs than the Moon, but the Moon is easier NOW if for no other reason than its proximity. Besides, I WANT to see a thriving human presence on the moon. It doesn't seem realistic to think that will happen faster by going to Mars first. What you're suggesting is like the pilgrams trying to establish Plymouth in California before Massachusetts.
