Were the shells designed to contain a liquid? Nobody has been very clear on that as yet. If so, what liquid would a shell contain that would not be connected to chemical warfare? Coffee? The Iraqi soldiers said the shells "sloshed."

Any military people out there have input on this? Is there something liquid, yet not WMD, routinely used as a shell payload?

What WAS leaking out of these shells?
