Bush's plan was all about the moon until the very near the end
Bush apparently decided to extend the envelope to include Mars, the asteroids, and beyond very late in the game. It was a good move as it didn't give the vision a specific ending, just a starting poiint. The moon is first, and once we develop the experience and infrastructure to have routine cis-lunar travel, the rest of the solar system will be easier to get to. The experience we attain just in living on an alien world will make it easier even if lunar rocket fuel doesn't pan out.
