Are you trying to twist Kay's words into saying that he believed before the war started, i.e. last spring, that Iraq had no large stockpiles? Or is the wording just getting vague now?
Obviously, at that time neither Kay nor anyone else knew with 100 percent certainty exactly what Saddam had. Action was taken based on our best knowledge, and the consequences of inaction if we guessed wrong.
