So when will we send a dedicated radar mission to mars?

One that will completely replace MOLA for topo info.

One that can emit a high-power signal at a variety of frequencies so we can get the topo info, surface roughness info, and see below the dust, at amazing resolutions.

With all that dust, isn't mars made for a mission like this?
