Thought shuttles were MODULAR

in construction in the cargo bay area, ESA pallets for sciences and other adaptability for different missions would tend to indicat that it is a space vehicle specific tech? Or can we adapt the cargo bay/modular designs to future space vehicles, freeing up the main vehicle for launch/on orbit/descent matters.
