I wasn't talking about this one particular incident, but about the overall situation in the "Sunni Triangle". Most Sunnis aren't a part of the violence, but they probably know of someone who is. By implying that the current situation could lead to undesirable consequences, if not brought under control swiftly through internal policing, the majority of peaceful Sunnis will be given a stimulus to act in their best interests by turning on the trouble makers.
Everyday the violence in middle Iraq continues means that rebuilding efforts are slowed, while they are progressing fairly rapidly in Northern (Kurdish) and Southern (Shia) Iraq. If the Sunnis can be made to see the implications of this, they'll be well on their way to solving the problem of violence themselves.
