And unlike Vermont, there is a much wider variety of them.

The state budget of Texas is about twenty times the size of that of Vermont. The gross state product of Texas is forty times that of Vermont.

In other words, all else being equal (an important caveat), one would expect a little more experience running things from a former governor of Texas than a former governor of Vermont.
