For decades, the USSR trained, equipped, and supplied terrorists and revolutionaries throughout the world. They took over quite a few countries, and began long civil wars in others. What did "International Law" do about it? Nothing.
And that was while the U.S.S.R. held down a permanent post in the United Nations Security Council. Basically, to get on the wrong side of the U.N., you have to be either the U.S. or Israel.
