Sit all the international partners down and lay it all on the table. Talk about what everyone there already knows: This program is a near worthless piece of S___! Let's declare it finished so we can move on to a real space exploration agenda NOW, and not a decade from now if we even finish building this thing by then!
Personally I'm hoping NASA fails in finding the Shuttle safe enough to return to flight! Case closed on ISS there. Maybe that's part of Bush's plan all along. One can only hope.
