Wordpad, as you suggested, does not recognize the curly quotes, and replaces them with black boxes. However, when I re-copied and pasted from that aplet into the HZ input window, they re-appeared.
I loathe Word, and removed it from this machine some time ago. I have Wordpad configured to open the Word .DOCs on this box, and it recognizes the curly quotes in the passage from the article. (Since I sometimes wear a DTP hat, I do have Word available on another machine.)
I wonder if the solution might reside in your browser's default character set. After fiddling around with my encoding settings (View, encoding), I was able to duplicate your problem. If you are at liberty to do so, try adjusting your browser's default character map on the menu bar - View, encoding, check Auto-select, and point to Unicode (UTF-8).
