An installation on the moon big enough to justify a military deterrent could not be built with equipment launched solely with rockets.
And an ARMXER Orbital Skyhook would absolutely require international cooperation. It provides the multi-million tonne launch capacity only by frequently entering the airspace of many, many, many countries around the world.
