Is that rule in place now?
If so, the Senate is becoming increasingly a big part of the proble of m. From elcted-for-life dinosaurs like KKK Byrd to dui Teddy to McCain and his censorship of free speech, I think something is out of line in the Senate. Perhaps the subtlety of state legislature elected Senators is something we should not have toyed with?
Something in the current mix of structure and personalities is disconnecting too many of them from the people, and has been for many years.
