There are treaty restrictions concerning Antartica, try Greenland

Greenland has a population of 56,309 (yeah, that many!) and the population is growing. Critical mass for a colony is considered to be about 500. The problem to avoid is inbreeding, e.g. 2^9 = 512 or after nine generations everyone is a relative. The ancient Greeks established colonizes all around the Black Sea and the Mediterrenean. Most of those colonies were little more than villages. Some Greek colonies did hit paydirt, e.g. Syracuse, Akragas, Cyrene, etc. The original colony of Jamestown was 108 settlers. Google the history of the Newfoundland colony. Newfoundland had all troubles of a cold climate along with indians and Dutch pirates.
