Not well thought out
That far from its star makes powering it difficult, maintenance and upgrades impossible...
There have been studies on how to make massive laser systems - look at breakthrough starshot- You could make a large solar powered array of smaller lasers and achieve truly impressive powers....
But aside from making first contact why would they do it? Interstellar civilizations make for good stories, however I think the reality is that its really not practical- I would be hoay to be proven wrong, but interstellar travel is a VERY hard problem...
