After the first X-Prize is won, there should be another competition. But this time it shouldn't encourage private companies to develop ICBM missile technology. Instead, it should pit teams against each other to develop MIPCC engine technology for launching microsatellites into orbit. Currently only DARPA is paying for the R&D.
