Kerry will reduce gasoline prices by telling OPEC to increase production.
Being John F. Kerry, of course, the Arabs will certainly fall all over themselves to comply.
Oddly, this is the same Kerry who once proposed a fifty cent a gallon tax increase on gas. You see, high fuel prices don't count, or hurt consumers, if the money is going to the almighty State instead of into the pockets of evil oil companies.
That and opposing drilling for oil in America, anytime, anywhere, or for any reason.
