In 1979, the top quintile (20 percent) earned 45.5 percent of the income, and paid 56.4 percent of all Federal taxes (includes payroll). That was under those famous pre-Reagan tax rates.
In 2007, the top quintile earned 55.9 percent of the income (up 10.4 percent) and paid 68.9 percent of all the Federal taxes (up 12.5 percent). Note that this is under the famous Bush tax rates.
See the problem with your premise? In the real world, the rich are carrying more tax load now than they ever have. In fact, the top quintile is the only one that has, since 1979, paid a share of taxes consistently greater than their share of income. Not the same. Greater. All the other pay less, and for the lower quintiles, much less.
Remember, these numbers include payroll and other Federal taxes.
That's just your first item.
