If there are fewer people with fewer communications to the station, it saves money.
If the station has a recycling system, it avoids more refurbishment and thus saves money. Also, recycling means more autonomy and that technology can be extremely useful on earth too.
If there are fewer astronauts spending more time in space, it also saves money (training, wages, etc..).
If only Goldin had accepted to extend Mir's use and blend both programs progressively.
