I think most religions have their own court systems. Obviously in the US, church courts don't and shouldn't have jurusdiction over criminal or legal matters, but they certainly have their place in church affairs. Excommunication is the most severe judgement a church court can make in the US. I don't see anything in that article that suggests the canadians are setting up a system different from what we already have in place in the US.
