I promise, Clinton WAS NOT President when WTC happened, and hadn't been for almost 8 months.

Clinton WAS NOT President when he testified before the commission. Hadn't been President for over 3 years.

GWB WAS President when 9-11 occurred.

GWB WAS President when he testified before the commission.

Clinton could NOT have ordered the actions which might have prevented 9-11 for over 8 months.

Bush could have ordered those actions for the 8 months prior.
