Kay, and Duelfer, have uncovered plenty of evidence of efforts and plans to build banned weapons. The missile program alone is a slam dunk, and there was much more both in Kay's report and in more recent information.
Just because major stockpiles were not found, the author shouldn't get cocky with his statements.
