It does seem to me that some of the Soyuz could be recycled. Why not some of the electronics and control panels navigation electronics, anything that can be relatively easy to strip out of the capsule and put in a new vehicle. Is that stuff too difficult to remove? Of course it would have to be retested and accepted again. Though that may in the end be as expensive as just starting over.
The shuttle wings are useless for anything but a pinpoint landing. For 99% of any flight they are just extra weight. A spacecraft capsule without wings could use a Paraglider system to bring it to a relatively soft accurate landing. However it might not be able to bring back heavy payloads like the STS could. In which case you would just plan on not doing that. Perhaps some day in the future 50 years or so we can build a ship that could take off like an airplane go strait to orbit and return and land like an airplane. Though with enough money it could be much sooner. Money, money money, it always seems to boil down to money. Wish we could damn the expense and just do it, like the A-bomb, and Apollo.
