The White House supplied the banner to be used as a backdrop.

The Administration is keenly aware of the backdrops used for the President.

And Karl Rove has admitted it was a mistake. So, the people who have bought into the party line have been hung out to dry. Ya gotta know when to twist and turn in order to keep up.

When was the last time an aircraft carrier flew a "MISSION ACCOMPLISHED" banner at the end of a patrol to celebrate the end of the patrol?
