This area of the prison is the equivalent of maximum security. The people in this section are the insurgents and others of that ilk. Those who are hauled in for minor reasons aren't even in this section of the prison, and there is absolutely nothing that I have seen to show which segment of the prison population this "70 to 90 percent" applies to, assuming the number has any real meaning in the first place.
