The American response to attacks is to shoot everything and everyone in sight. In an urban setting that can be disastrous and is counter-productive.

When Americans attack the plan is to shoot everyone and everything in sight. In an urban setting that can be disastrous.

Unfortunately, where there are hearts and minds to be won, this creates nothing but enemies, and plays into the hands of those resisting.

There is nothing the US could do which could more delight it's enemies than to have the ROE it does.

All an enemy has to do is to fire a round at an American convoy and there are created a hundred more people who will have lost a friend or loved one and will hate America.

There are occasionally some signs of restraint, but the US has lost the idea of the "mission". Sometimes the "mission" isn't to kill every attacker, but to win hearts and minds. And that can be a bit more dangerous, require patience, and should be the "mission".

If the "mission" were to have everyone come back alive, there would be no sense in sending them over. They'd be safer at home.
