Rumsfeld said it was being "investigated". And the "investigation" became the means for covering up.
Nothing had to be done, because it was being "investigated". They could say they couldn't talk about it because the "allegations" are being "investigated". They could say nothing had to change until the results of the "investigation" were released.
And, of course, they wouldn't be released. The most damning investigation was completed in February, not released until CBS came up with the pictures. No action taken until the pictures became public. No outrage, until the pictures.
It was humorous to see Rumsfeld said the whole world knew about the alleged abuses because the Pentagon had said they were being "investigated".
"Investigation" can be another word for "cover-up".
