And with the "Patriot Act", any leadership would disappear into "night and fog".
Folks say that hasn't been used, but any mention of a person who had been detained is a felony. Not many folks will risk that. Could be 10,000 of them, with another 10,000 being people who talked about the first 10,000.
What may not be realized overseas is that GWB has the power to arrest any American citizen he wants and not only hold them incommunicado indefinitely, forever, without any representation whatsoever, but could easily be torturing them.

Now, folks say it's not happening, but haven't explained why having those powers are so important to them if they aren't using them. And it's the first step any dictator takes. Check them out, Hitler had the same power, Stalin, Saddam, and now Bush thinks it's important.
And with this administration, one has to assume the very worst. Because the very worst has inevitably been the reality.
But civil war? Not unless there is another stolen election, or martial law is declared, some sort of power grab like that. Then I think we'd flood the jails. I don't even think the National Guard would go for anything that blatant. I don't think they could find enough guards.
