A lot of these problems were overcome by the Darrieus wind generator concept (the one that looks like an eggbeater.)

Other than that, easy answer #1 is using two propellers that are bladed to rotate in opposite directions. These could be mounted side-by-side on the assembly, or one behind the other (easier mounting, but less efficient.)
