To minimize is to condone, to excuse, to permit.
And prevents learning lessons, thereby ensuring the repeat of the actions.
The problem is with the top, where the dollar stops, with Cheney, Bush and Rumsfeld. And Rice and Powell, who are so articulate in their defenses.
