The 9-11 Commission June 16th report?

RobVG: "Gorton said the commission found substantial links between Saddam and terrorism and the report will show that."

If Gorton is referring to the 9-11 Commission's June 16, 2004, report, what substantial links did the commission find between Saddam's Iraq and terrorism?

The statement made last year by Judith S. Yaphe to the 9-11 Commission is interesting.
