Apparently Al Qaeda's budget for 9/11 was somewhere between 400,000 and 500,000 $.
That is further proof of the involvement of very few scattered people.
Nobody pretends all the Basques in Spain are responsible for ETA nor are all the catholic inhabitants of Northern Ireland responsible for the IRA.
