Paging Mr. Allen? What if NASA offered competitive prizes for human spaceflight?

What if NASA offered competitive prizes for human spaceflight? Then it would be easier to page Mr. Allen, as you just did. Or is it better to keep funneling human space flight dollars to the U.S. aerospace oligopoly?
