There are long-established methods of working around issues for congressmen that have to be away for extended periods. There are certainly ways to make sure that the votes come out the same, in their absence. Usually it is not a campaign issue. In these times, I guess that it must be.

Again: how much time is it ok for Bush and Cheney to spend on the campaign? Aren't they a bit more critical than a senator?
