The whole purpose of going after Iraq was to stop Saddam from causing another 9/11. It was to stop him before he could mount such an attack or, help other terrorist perform attacks.
Those terrorists operate all over the world, have even lived there most of their live and if we follow your reasoning, Bush should attack the entire world, included the US.
They plan, get the money, the info, the ammo all around the world and therefore, those countries are accomplice because they can't prevent terrorism.
What the conservatives just don't understand is that a dictator like Saddam is mainly concerned about his own country, his own people. That's his obsession. He doesn't want to become master of the world. He knows he can't afford it, but controling his own people, he can (at least he thinks so).
