I remember seeing something similar happening (perhaps on CNN and in the US).
What the scientists did was to meet with the locals who were against the construction of the telescope and simply told them that it was a way to get closer to the heavens (closer to the gods) or if that doesn't work, for the heavens (and gods) to get closer to us.
It was accepted.
