The answer is a resounding no! But in reality Moore did not "insinuate" this, he blatantly stated it and did a pretty good job of backing it up. But he didn't dwell on it or make it bigger than it is.

So he flat out wants his viewers to believe it.

I guess he didn't offer any counter evidence like Richard Clarke's admission that he gave the order and it didn't go any higher than himself. Yes, that would be damaging if a Bush haters own words would clear things up and make Moore look like a flake.

Thanks for giving me a straight answer.

So far I have only seen terrible reviews.
