Maybe Lord Butler just doesn't trust these "European Intelligence officers" to tell the truth.
It is interesting that they claim: "...between 1999 and 2001 that uranium smugglers planned to sell illicitly mined Nigerien uranium ore, or refined ore called yellow cake, to Iran, Libya, China, North Korea and Iraq."
It is also interesting timing for release, because of the inquiry into Blair's assertions.
