Independence is not instantaneous. It will take several years for the process to complete.
As the Iraqi government becomes more capable, the role of the multi-national forces will dwindle. In the meanwhile, the USA will maintain a strong and pro-active policy against terrorists. It took FIVE YEARS until (West) Germany and Japan were truly independent again after occupation. It will take just as long in Iraq.
