The Voyagers wouldn't have used them anywhere near as much as Cassini would need to .. still, the article stated that the choice was determined by financial reasons, implying that with more money a decent heavy-duty gimballing system might have been developed.

I don't know enough about Cassini's attitude control system, but apparently attitude rockets are good for years of reliable use - and Cassini probably has a decent supply of hydrazine (or whatever is used for attitude control).
