Those terrorist cells were not necessarily fighting against the government of the countries they were in. They were hiding, dormant.
Their force is their gloabal character and it's something the US doesn't seem to grasp.
The terrorists don't want to cooperate with governments; they only rely on themselves, otherwise they're noticed and sooner or later are cought.

That's what the conservatives believe in order to justify what happened.
But the scale or the justification or the reasons of such a cooperation just don't show up.
