The terrorists don't want to cooperate with governments; they only rely on themselves, otherwise they're noticed and sooner or later are cought.

What gives you the freedom to make this assumption while denying the opposite could be true?

There are famlies of palesitinian suicide bombers that are $25,000 richer thanks to "cooperation" from Saddam.
