It's seriously more complicated and after the fact investigations of any action results in some kind of failure somewhere.
There was Intel from many countries to consider along with previous US administrations. If the Russians told me Saddam was thinking about or had plans to create a waste land in the US, I would seriously consider there Intel as accurate.

I can't imagine Iraqi's neighbors Iran, Turkey, Saudi Arabia, Kuwait and Syria thinking that Saddam wasn't pursuing WMD technology, didn't possess some WMD, was building illegal long range missiles, had plans of terrorism against them Israel and the US and was harmless with UN Sanctions in place.

If stupid is the verdict then there is a whole lot of folly to be doled out.
