That's why the ISS used as a safe haven isn't a good argument against using the Shuttle for HST maintenance!
If 7 or more astronauts were stranded aboard the ISS, the station won't be able to sustain them for a long time (long enough to determine the problem and fix it on the remaining shuttles).
Flying the shuttle is risky no matter where it goes and what it does.
